What do you do about bad neighbor behavior when the police won't do anything ????

I don't want to get all involved in this too too much to you all out there . I just need some real honest applicable suggestions for this really really big problem that I am having right now !! I , at the moment , am not really able to , due to a very limited and tight budget afford some sort of surveillance set-up , so PLEASE don't tell me to do that . That would be obviously my very first choice , if I could . Now , I have these people that moved in next door , and they have been there for a few months now . And all that time has been a living HELL ! They have done nothing but stolen AND BROKEN all of our yard stuff , including any new stuff that my family tries to put out !!Chimes , flower pinwheels , EVERYTHING , if you can imagine !!!! Now they are leaving our water faucet on to waste our water ,on purpose ! And throwing their bags of garbage on our side for us to have to clean up and feeding their scraps to our dogs outside !!!! Including bones,which we NEVER give to them!HELP !
