Is it true that the Obama administration has renamed a terrorist attack?

I heard that Obama's beloved "homeland security" director Comrade Janet Napolitano referred to terrorist attack(s) as "human-caused tragedies" instead of by the proper name of terrorist attack. Is this true? Will political correctness drive the final nail in the coffin of a country based on freedom?
