Why hasnt anybody made a Harry Potter game like this before?

A free-roam, GTA-style game with puzzle and RPG elements where you play your own created character (Chose which house, name, boy/girl, hair, facial features, age, and civilian clothes), during Voldemort's first uprising, all the way up to his final defeat. I'd pay MILLIONS for a game like that, why hasnt anybody made something like that!!!
