Want to make my own point and click game?

I've wanted to make my own point and click game for a while now, but haven't found the appropriate software. I need something in which I draw out the scenes, and is first person, like the game Morbid. I've heard that you can use Flash, but I'm wondering if there is a program out there in which I don't have to create the game from scratch, and can import the scenes, have an inventory, etc.
