Anybody have an update on the USVA Fixer investigation?

an aside* This isnt for me but a buddy livin over in the Philippines. Any news on that side of the pond for an old soldier who just received a lifetime ban from all VA programs? Is there really no appeal on this? Any info much appreciated.
